Support new time notation based conifuration (10millis, 10s, 10m, and 10H)
compass.engine.indexManagerScheduleInterval is not set in new time notation, this means that if it is set explicitly it will now be set in the default unit, which is milliseconds, and not the previous value for this setting, which was seconds.
